About Me
About David J. Roof, Ph.D.
Founder, Agora Services & Consulting
I am the founder of Agora Services & Consulting and bring over 20 years of experience in higher education, research, and grant-funded project development. I hold a Ph.D. in Educational Policy Studies from the University of Illinois at Urbana-Champaign and currently serve as Associate Professor and Director of the Center for Economic and Civic Learning at Ball State University.
Throughout my career, I have secured and managed more than $13 million in funded projects, working with universities, public agencies, nonprofits, and international organizations. My consulting portfolio spans the United States, Central and South Asia, and Sub-Saharan Africa, with a focus on democratic education, civic engagement, and capacity-building in post-conflict and low-resource settings.
My professional background includes:
Designing and evaluating large-scale education and civic engagement initiatives
Advising government and non-governmental institutions on strategic development
Leading international faculty development programs in Afghanistan, Pakistan, Uzbekistan, and Cameroon
Collaborating with the U.S. Department of State, U.S. Department of Education, and philanthropic foundations
At Agora, I leverage this expertise to help clients identify funding opportunities, design meaningful projects, and achieve measurable results. I believe in the power of civic learning, global citizenship, and ethical leadership—and bring this philosophy into every project I undertake.
