About David J. Roof, Ph.D.

Founder, Agora Services & Consulting

I am the founder of Agora Services & Consulting and bring over 20 years of experience in higher education, research, and grant-funded project development. I hold a Ph.D. in Educational Policy Studies from the University of Illinois at Urbana-Champaign and currently serve as Associate Professor and Director of the Center for Economic and Civic Learning at Ball State University.

Throughout my career, I have secured and managed more than $13 million in funded projects, working with universities, public agencies, nonprofits, and international organizations. My consulting portfolio spans the United States, Central and South Asia, and Sub-Saharan Africa, with a focus on democratic education, civic engagement, and capacity-building in post-conflict and low-resource settings.

My professional background includes:

  • Designing and evaluating large-scale education and civic engagement initiatives

  • Advising government and non-governmental institutions on strategic development

  • Leading international faculty development programs in Afghanistan, Pakistan, Uzbekistan, and Cameroon

  • Collaborating with the U.S. Department of State, U.S. Department of Education, and philanthropic foundations
